And that’s the way it is

I wondered if Barack Obama became a one-term president with his astonishingly vapid Oval Office speech on the Gulf oil disaster. But maybe Mr. Obama has the pulse of the nation better than any of us who wanted real change and the fierce urgency of now. It was grotesquely ironic that a few days after offering the usual presidential platitudes about the need to wean ourselves off oil, he was in Columbus, Ohio, touting his stimulus by dedicating work on a road expansion. It was, he said, the 10,000th road project that the stim has funded.

Around the nation the transit systems that had been dramatically expanding ridership as gasoline prices rose are now starving from state and local fiscal crises. Amtrak, despite the vice-president's supposed love of it, remains a shadow of the passenger rail system it succeeded and a political pawn awaiting further cutbacks and the demand that it "pay for itself." This even though no major transportation network pays for itself, certainly not roads. And this despite evidence that road projects don't even have much of a positive effect on unemployment. High-speed rail? It's being studied, even though other advanced and ambitious nations already have systems and are expanding them. Cincinnati, a lovely central city that has been devastated by freeways and sprawl, can't even
muster the civic sanity to fund a streetcar line. America will continue its dependency on roads and cars — something far beyond our competitors in Europe or China. Why? Because that's the way it it.

We care about the poor birds and fish being killed by the oil spill. But not enough to give up our cars. We live magical thinking: That technology will simply replace the inexpensive light sweet crude that powered the automotive age. Rather like the technology that was supposed to allow BP to drill miles down into the earth to extract the remaining crude in the Gulf of Mexico. Electric cars will be expensive and require minerals from places other than America — many of them unstable — as well as demanding electricity from power plants that will be run on…what? Fossil fuels most likely. Beyond that, the dreams become loopy. Space aliens are not going to drop by and give us magical hydrogen cars. Tar sands are not going to yield inexpensive gasoline. Few seem to understand that the fossil fuel "imputs" into most alternative fuels are greater than the new energy produced; many also have nasty environmental or other unintended consequences. Nowhere is this more true than with any alternative to the big oil hog: automobiles.

Turning and turning

We are told repeatedly by our rulers in business, politics and the media that the big hurdle to addressing climate change and health care is cost. Somehow war without end, the global effects of climate change and the towering costs of health care even as more Americans do without it are "free." And so it goes.

This is how we live now. There was indeed one conservative in last fall's presidential election and he now sits in the White House. Barack Obama fits the Burkean mold of slow change, respectful of tradition and custom, seeking to preserve the best of existing arrangements. Unfortunately, thirty years of right-wing revolution (represented by Mr. Obama's opponent, the wealthy Republican John Sidney McCain III) have driven these laudable benchmarks so far to the extreme that Mr. Obama's innate restraint is exactly the wrong temperament for this pivotal moment in history.

On health care, one wonders if his heart was ever in it. This has been a colossal failure of the Democratic Party. The New Deal was not the product of a single, 2,000-plus page bill, but of scores of pieces of legislation over years. It delivered nearly instant relief to the nation's suffering, in both substance and confidence-building, helping to ensure continued Democratic majorities to keep it going. Under Harry Reid and Nancy Pelosi, we have a massive dog's breakfast that will come to no good, and be undone by the Republicans because its good elements will take too long to kick in. Why, for example, not one bill that outlawed the savage practice of denying insurance based on pre-existing conditions, or charging outlandish premiums for it — and having it implemented the moment the president signed the legislation? Another could have instantly required pharmaceutical companies to bid for Medicare drugs, lowering costs at the stroke of a pen. Yet another would have eliminated antitrust protections for the big insurers. And another still would have been a public option, if not Medicare for all — and let the filibuster happen and its instigators pay the fearsome price in the next election.

Not like Ike

The nut baggers are right. Socialism has come to America. It is here, now. The government owns the "commanding heights" of this economy, as is the case in classic socialist doctrine. Citizens of this American socialism get free medical care, housing, food, clothing, even travel. They have abundant educational opportunities, including college. It promises and actually delivers both diversity and social mobility. It also has elements of fascism, just as the nut baggers have warned in their rallies attended by hundreds: The socialism has a heavy corporate component, with giant companies moving in lockstep with the regime's demands yet also holding strong political sway within the regime. In exchange for its benefits, members of the society give up certain freedoms — yet they keep joining enthusiastically.

I'm writing about the military, of course, and not just to show the absurdity of the nut baggers' claims. In a nation where six people are chasing every job, where college is increasingly out of reach, the only advanced nation in the world where people go without health insurance — in today's America, the military is often the only option open. It made news last month when a man who couldn't get insurance joined the Army so his cancer-stricken wife could get help. (When I Googled "joined Army to get health care," the second and third hits out of 53 million were Army recruiting sites). Military recruiters have more than met their targets — ones raised for the Army — since the economic meltdown. Even with the danger of war, many Americans just don't see another way.

Elements of this have long happened. There's the classic case of the directionless kid from high school who joins the military — sometimes under a parent or even judge's threat — and becomes an adult. I went to high school with young men who joined up, served honorably and succeeded as civilians — I doubt most of them ever would have chosen the military as a first option. And we honor their service. But the Great Disruption's first act — the crash and its resulting unemployment, combined with two wars seemingly without end — is creating something new. New and unsettling.

The vision thing

It's good to know that one sector in Phoenix has escaped the recession: the "visioning" industry. Meetings led by consultants and officials can still be held to get "public input" that will lead to…nothing. I remember such a farce that the "city" of Buckeye paid god-knows-how-much-for in the mid-2000s: Respondents most wanted commuter rail to Phoenix. Where are the trains?

The city of Phoenix's Planning Department has been going around to the assorted "urban villages" of this 500-square-mile collection of real-estate ventures asking citizens to "imagine Phoenix the best it can be in 2050." This is all part of updating the holy General Plan, which supposedly guides all development. As the city presentation puts it, "a General Plan is a comprehensive guide for all physical aspects of a city, but also addresses issues such as building neighborhoods and creating community." Like that General Plan of the 1970s that said Bell Road would absolutely, positively be the permanent northern boundary of Phoenix.

If I'm reading the information from the Downtown Voices Coalition correctly, the attendees at the central Phoenix meeting wanted higher density to support mixed use, downtown and transit. Alas, Ahwatukee's top vision for 2050 was "safety," although it wants light rail. The swells of Camelback East want something called "the village concept" (inbred people with pitchforks hiding a local monster?) — no mention of a downtown at all, certainly not light rail (it might bring "those people"). Far-off Desert View wants most a "small town, large city" feel. Maryvale at least ranks downtown and "proper public transit."

So much for imagining a great city.

Job One for America

As America faces its worst run of job losses since the Great Depression with no end in sight, one thing should be clear. Our federal government is being run by a coalition of the financial sector, lobbyists for entrenched interests and a disciplined Republican opposition of dubious loyalty. Barack Obama is not only very close to being a failed president, he could be on track to be a one-termer if the GOP snags an opponent such as Gen. David Petraeus or even a rehabbed Mitt Romney. (The Nobel will only hurt Obama without substantive achievements for average Americans).

Perhaps the problem is centered on Obama and the cowardly Democrats in Congress (Memo to Blue Dogs: You'll lose anyway, so do the right thing and maybe you can pull a Harry Truman; oh, wait, Truman wasn't getting millions from the moneyed interests and hoping to get a job with them after politics). Could Hillary have done better? Or is this just the latest evidence of a quiet coup and no individual can change America's trajectory to self-immolation. Read Jeff Sharlet's The Family and David Wessel's In Fed We Trust (and throw in Maggie Mahar's Money Driven Medicine) and you begin to see the financialized theocracy we have become. One facing unsustainability on every front, including in a military whose quiet evangelization by the Christian right should raise alarms never before heard in America (were it covered by the media).

As for unemployment, the best Washington can do is become aroused over a tax credit for job creation. This won't work — it's not tied to real demand. And it will lower tax revenues, adding to the deficit. It's a stunning sign of America's enervation and institutional corruption that President Obama is not rolling out a crash program to modernize our rail system. It could be done now. It would create huge numbers of jobs, not only for construction but also for operating and maintenance. Real jobs that would last. And an infrastructure whose benefits would repay the Treasury many times over.

They welcome our hatred

Events forced me to fly across the country. Because the old bereavement fares have gone the way of free (and tasty) meals, in-flight movies, free baggage check and an airport experience not out of Lockup Raw, USAirways got quite the bite out of my wallet. The flight was late and several restrooms on the 757 were not working. Of course the entire process — from getting out of the taxi under the din of recorded commands to reaching the gate area which never has enough seats for waiting passengers — was a joy.

The airlines don't care. We're stuck. Where in 1936, Franklin Roosevelt announced that never before in American history had the forces of money and privilege been arrayed against one candidate, and "I welcome their hatred," now the situation is reversed. More and more, highly concentrated industries and the moneyed elites welcome our hatred, then keep on tightening the screws. Americans sheepishly accept the hatred and queue right up for more.

Other sectors come to mind beyond airlines, health insurance and "financial services" at the top of the list. President Obama seems determined to get insurance industry "buy in" on health care reform, so we know how that song will end. It's appropriate to remember our friends the bankers on the anniversary of the failure of Lehman Brothers. A year later, the TARP money is unaccounted for, the industry is more concentrated and thus dangerous than ever, and real regulatory reform appears DOA. And for these privileges, Americans will get ever more gouged on banking fees and insurance premiums — if they can even keep the latter. Meanwhile, executive salaries and profits keep rising.

Obama gets aboard high-speed rail

President Obama has pledged $13 billion to begin high-speed rail in America. I don't want to be a cynic and ask, does anyone believe we'll see this in our lifetimes (or at all, as American continues its whacko-driven, debt-laden decline)? I'll say the action is a good start. And the sensibility — actually acknowledging the importance of rail to the 21st century — is first rate.

It's important to note a few essentials to understanding the situation. 1) Rail is essential to a sustainable future, using less fuel and having a smaller negative environmental impact that airlines or freeways. 2) It's essential to improving productivity and competitiveness, as workers and semis are stuck in gridlock, and face steadily rising fuel costs anyway. 3) Modern rail systems are thriving around the world, and China sees this as essential to its leapfrog to world supremacy — note to Americans who don't get out much: We're the country that's behind, far behind. 4) The nation's only passenger rail system, Amtrak, has been starved of funding for years, so it has much catching up to do, just on refitting equipment, etc.

With Obama's plan, the devil will be in the details, of course. Yet we're still not thinking holistically about the issue — and we'd better get our act together toot sweet.

The real risks of the stimulus

Renegade — the president's secret service code name — is pushing hard for "his" stimulus bill as it reaches the House floor today. What's in is? That's difficult to tell as the horse-trading continues, and as Obama tries to rope in at least some Republican support. FDR and the Democratic Congress in 1933 simply steamrolled the Republicans who demanded balanced budgets and reactionary policies — but never mind. In the end, this will be a package crafted not only by 535 lawmakers, but countless lobbyists and staff. My biggest fear is that it will not be a renegade stimulus — transformative and focused on the future.

Let me count the ways:

1. Tax cuts in the current environment won't provide help. U.S. tax rates and dodges are already generally at lows not seen since the Coolidge years. Obama promised a working-class tax cut. Fine. He's bowed to Grassley to provide more alternative-minimum tax relief. OK. But these should be different bills. They're not stimulative. Individuals will squirrel away their checks or use them to pay down credit-card debt. Corporations are already paying nothing in many cases. As for "investors and risk-takers" — the Bush years demonstrated that tax cuts on investments merely fuel speculation while encouraging job-killing mergers and offshoring. Not for nothing did wages stagnate during those halcyon years. Perhaps worst of all, it continues the destructive "tax cut" entitlement mindset that Americans can get something for nothing.

A stimulus mistake?

Much of the details of the new stimulus have yet to be known. What's emerging so far is cause for concern. For one thing, the $300 billion in tax cuts may be smart politics, but it's questionable economics and policy. Then there's the issue of how federal dollars might be used to prime the pump, with so much going to backfill basic programs being defunded by cash-strapped states, and lobbyists of the powerful highway-sprawl consortium lining up for the "roads and bridges" money.

George W. Bush and eight years of Republican misrule — really more than a quarter century — are leaving the new administration with the worst mess in nearly 80 years. And remember, all this was validated over and over by a majority of Americans at the polls (maybe not in 2000 and 2004). It's an open question whether any president can lead the changes really necessary to address the Great Disruption, of which the economic collapse is only part. We'll see. But the barriers to real change we can believe in are mammoth.
